     When the blue LED lights, the converter box is working.

     This converter box is without scaler function, and the output resolution is the same as the input one. E.g. if you set the resolution of the input device at 480i but your HDTV doesn't support 480i, there is no display. Please change an input resolution that your HDTV supports. There should be no compatibility problem, since this converter box supports full range of component video resolution.
